I’m Filipino and I’ve lived in Finland for about 20 years, so I’ve done summer at both extremes, the kind that lasts all year and the kind that shows up for six weeks and gets treated like an emergency. Both taught me the same thing about summer dress outfits: the dress is the easy part, and the shoes and the layer you bring decide how you feel at 4 p.m.
